Iran cleric says dogs "unclean" and not to be kept as pets

(Reuters) – A senior Iranian cleric has decreed dogs are “unclean” and should not be kept as pets — a move aimed at discouraging Western-style dog ownership in the Islamic state, a newspaper reported on Saturday.
Dogs are considered “unclean” under Islamic tradition but, while relatively rare in Iran, some people do keep them as pets.
By issuing a fatwa — a religious ruling — Grand Ayatollah Naser Makarem Shirazi has sent a clear message that this trend must stop.
“Friendship with dogs is a blind imitation of the West,” he was quoted as saying in Javan daily. “There are lots of people in the West who love their dogs more than their wives and children.”
Guard dogs and sheep dogs are considered acceptable under Islamic law but Iranians who carry dogs in their cars or take them to public parks can be stopped by police and fined.
The Koran does not explicitly prohibit contact with dogs, Shirazi said, but Islamic tradition showed it to be so. “We have lots of narrations in Islam that say dogs are unclean.”
The interpretation of religious rules on personal conduct is a constant source of debate and potential conflict in Iran which has been an Islamic republic since a revolution ousted the Western-backed Shah in 1979.
In a television interview last week, President Mahmoud Ahmadinejad weighed in on the issue of the Islamic dress code, saying women who fail to cover their hair completely should not be harassed by the police.
Morality police are conducting their annual crackdown and women who reveal strands of hair are liable to be stopped in the streets for failing to respect the dress code, or “hijab.”
Ahmadinejad’s surprisingly liberal view was condemned by fellow hard-liner politicians and senior clerics “I wish he had not said those words about the hijab,” Grand Ayatollah Ahmad Jannati told the faithful during the week’s Friday prayers, in a rare criticism of the president.
“We are grappling with many problems including economic and political ones but the issues of morality and ethical security are among the important issues that cannot be ignored,” he said.
Tehran University has set up a thinktank “to investigate the problems related to hijab,” the representative of Supreme Leader Ayatollah Ali Khamenei to the university announced on Monday.

1 Million Stray Dogs In Iraq To Be Culled

Iraq’s chief veterinarian has told news agencies that authorities intend to kill up to 1 million stray dogs in Baghdad alone.

During the rule of Saddam Hussein, Iraq’s authorities sent veterinary teams out to kill stray dogs on a nightly basis. Since the fall of his regime, for several years the lack of security and threat of violence has prevented these teams from patrolling Iraq’s capital Baghdad. During this time, the stray dog population has exploded to the point where almost 1 million stray dogs are thought to be living in the capital alone – a population density that is the equivalent to Washington, D.C., having almost 100,000 stray dogs roaming the streets. Locals are blaming the dogs for an increase in litter and animal waste around the capital’s streets, as well as increase in disease among humans and domestic animals.
Now, as violence on the streets subsides, authorities have begun trying to tackle the over-population problem again. Twenty 4-person teams are now in action every night, consisting of 2 vets and 2 armed marksmen. As dogs are shot or poisoned, they are loaded into tractor trailers in their masses and transported to Baghdad’s refuse tip. This “public service” is costing the mayor’s office 35 million Iraqi dinars ($30,000). The process of reducing the stray dog population to a “manageable” level is expected to take approximately a year.
“We could consider this the biggest campaign of dog execution ever,” Baghdad chief veterinarian Mohammed al-Hilly told Reuters. He said the campaign had so far killed 42,000 dogs since it started two months ago – of which more than half were poisoned. “This can be considered a victory,” he continued.
The local authorities are not the only organization attempting to tackle the stray dog population. “Operation Baghdad Pups” is a program run by the SPCA International, in which U.S. troops in Iraq and Afghanistan befriend local animals as a way to help cope with the emotional hardships they endure every day while deployed in a war zone. The Operation Baghdad Pups program provides veterinary care and coordinates complicated logistics and transportation requirements in order to reunite these beloved pets with their service men and women back in the U.S.

Stop California SB 250 – Save Our Dogs and Our Rights
I hate “the sky is falling, the sky is falling” as much as the next gal, but you know, when big hunks of blue stuff dotted with clouds are crashing into your head while you walk across the street, what are you gonna do?
So, Californians who think that medical decisions about your animals should be made by you and your veterinarian and not the good folks in Sacramento, please check out this action alert from Laura Sanborn of Save Our Dogs, who says that despite recent amendments, the core provisions of California’s SB 250 are unchanged — and very similar to the defeated mandatory spay/neuter bill, last year’s AB 1634:
Violate an animal control law even once and you may never be allowed to own an intact dog ever again. One violation and your intact licenses can be denied or revoked at any time, forever. No one can have intact dogs under those conditions. Suppose your county unknowingly hires a PETA member as head of animal control. In an effort to balance the budget, this person revokes and denies all intact licenses, including yours, generating millions of dollars in fines. He/She is fired six months later but it’s too late, your dogs have already been surgically sterilized. It’s not possible to reattach the parts even if they decide to give you back your licenses.
This will cost local jurisdictions money. Say you get a citation for some minor animal control infraction. No longer can you just pay the ticket. You have to fight tooth and nail every step of the way to preserve your future right to own intact dogs. If you lose you either get out of dogs or leave the state. Instead of getting a check for $50 in the mail, the county will have to hold a hearing, and maybe an appeal hearing, go to court, etc. In the end the county will pay thousands in staff costs to collect one $50 fine. It’s only $50 to the county, but it is your life with your dogs to you so you’ll do whatever it takes.
The new fees for having intact licenses denied or revoked almost seem designed to drive dog owners underground. The state has a poor licensing compliance rate already, 10-30% compared to over 90% in Calgary. If you apply for a license and it is denied, you can be charged an additional fee for having the license denied. Maybe the local agency doesn’t charge such a fee now, but they may when it is time for renewal. Just one more thing to drive people away. And of course what will they do if you don’t pay the fee? Impound and kill your dogs, of course. You can’t even sell your dogs or give them away. You have to have a intact license to do that.
All these new fees and punishments will be enforced with the threat of impounding your dog. Any law that impounds owned dogs or increases the cost of redeeming impounded dogs will kill dogs. Most owned dogs that are forcibly impounded are ultimately killed. Taking dogs from their owners is usually a death sentence. Increasing the costs to redeem a dog, especially with an 11% statewide unemployment rate, will kill dogs. Before they are killed, the impounded dogs will sit in the shelter for the state mandated waiting period. The state is required by the existing Hayden Act reimbursement mandate to pay local governments for this cost. The state already pays over $20 million a year for this reimbursement. How many more fire fighters, police officers, teachers, and nurses will have to be laid off to cover the addition reimbursement the state will have to pay out if SB 250 passes?
We fail to see the point of this bill. There is no action that is currently legal that SB 250 makes illegal. All it appears to accomplish is give local animal control the power to forcibly spay/neuter as many dogs as possible. What it does do is make responsible pet owners afraid of their local animal control agency. This will reduce licensing compliance and licensing fee income. It will increase the cost of enforcement. Fewer dogs will be adopted because the public will avoid contact with the shelters. More dogs will be impounded. More dogs will be killed.
SB 250, The Pet Owner Punishment Act, just kills dogs and strips pet owners and people in general of another right.
This is a terrible and stupid law. It will not do what it claims to want to do, and it will worsen the lives of pet owners, cost money, and kill pets. Please follow these simple action steps and help stop SB 250. Act now!

Everyday we read or hear another story about pets and other animals being abandoned in record numbers while at the same time we regularly hear about crazy new rules and laws being passed limiting the amount of pets that people may have, even down to one or two… or worse yet, none.
Nobody is promoting hoarding pets or animals, but at a time when there are more pets and animals of all types being abandoned or being taken to shelters already bursting at the seams, there is nothing crazier than legislating away the ability of willing adoptive families to take in just one more pet!!
