Dear Fellow Animal Advocates,

The federal Pet Safety and Protection Act would prohibit Class B Dealers and unlicensed individuals from selling dogs and cats to research laboratories.

Class B Dealers are people who collect dogs and cats to sell to the research industry. They sometimes obtain their animals through illegal or unethical means, such as by responding to “free to good home” ads in newspapers, falsifying records to keep the true origins of the animals unknown and stealing pets kept outside in yards. They also buy animals in bulk from “bunchers,” whose methods are even more questionable.

Eliminating Class B Dealers will also take away the profit motive of bunchers, providing a much-needed safety net to ensure beloved pets are not stolen or acquired under false pretenses and sold to facilities that test on animals.

Please cosponsor the Pet Safety and Protection Act (H.R. 3907). This bill will ensure that companion dogs and cats will not be used in experiments.

Class B dealers collect dogs and cats from a variety of sources to sell to researchers. Some of these animals are acquired through fraud and deception (e.g., Class B dealers respond to “free to good home” ads, Craigslist (has a lot of free to good home dogs and cats,), and even steal them from people’s yards and trap cats. Lost companion animals whose families are searching for them may wind up being used in experiments.

Class B dealers routinely violate the Animal Welfare Act. They are required to keep records to show that they acquired the animals legally, but many falsify those records to hide the true sources of the dogs and cats they sell. The conditions under which these animals are kept are horrendous. The dealers fail to provide adequate food, water, veterinary care, and shelter.

The Pet Safety and Protection Act (H.R. 3907) will end this abuse-ridden system and give families peace of mind that their dogs and cats will not wind up in research.

CA Action: Puppy Mill Bill + 2 More Bills Await Governor’s Okay!

Dear California Advocates,

Good news! Three important bills that the ASPCA has been fighting for in California have finished their journeys through the State Legislature:

Assembly Bill 241, a.k.a. the Responsible Breeder Act, will limit the number of intact adult animals that pet-breeding facilities are permitted to own.
Assembly Bill 1122 would prohibit the sale of animals on streets and in other public spaces. (It exempts legitimate adoption events.)
Senate Bill 135 would prohibit the docking of cows’ tails.

All that is required for each of these bills to become state law is Governor Schwarzenegger’s signature.

Burnt Offering: Leo Grillo Defines What Makes America Great

I would like to take a few moments of your time dear readers, away from the fray of politics, and give some awareness to what makes our country great. Our citizens.

Yes, it is not the Congress or the Senate or the President who make America great, it’s the people — people from all over this great land who give of themselves and make a difference. I used to love listening to the late Paul Harvey. He would take an individual or incident and then surprise us with “the rest of the story” — something we didn’t know about or pay attention to but that had made a difference in our lives…

I would like to speak of an actor, an actor who most do not know, and not because of a lack of talent. Thirty years ago he made a decision, or should I say, a decision was thrust on him, and his life took a different path.

Leo Grillo had always wanted to act. He majored in theater at Emerson College and came out West to study with the legendary acting coach Charles Conrad before starting work as an actor. He lived in a small apartment with his three cats and his dog Delta, who he had rescued in the mountains of Los Angeles.

One afternoon, wanting to take Delta for a run, Leo drove to a forested area and what would happen next changed the course of his life, and many others. While Leo and Delta jogged along a trail, 35 abandoned and starving dogs came out and approached them. Realizing these dogs had not eaten in weeks, Leo came back with food, and a strange thing happened when he saw the love and thanks these helpless and unwanted animals gave him.

That night Leo went home, but the outpouring of love and gratitude these dogs gave him weighed on his soul and he could do nothing less than come back every day to feed and care for them. He also called every municipal, state and national organization that supposedly assisted abandoned animals but met a dead end. Finally, without financial help from any governmental agency, Leo was able to continue caring for the dogs himself, even buying antibiotics to put in their food during an outbreak of distemper – and if one of the animals got real sick, he took them to a vet.

Before he knew it, Leo had 250 dogs he was caring for.

Acting took a back seat. He had found another calling.

This happened 30 years ago this week and today these animals are known as Leo’s children, because he views them as such. Today, Leo is the founder and President of D.E.L.T.A. Rescue, the first and largest no–kill, care-for-life sanctuary of its kind in the world, with over 1000 dogs and over 500 cats!

While he may not be a household name as an actor, he is known, loved, and respected by all true animal lovers. He may also be feared because Leo will take on any one or any agency when it comes to the welfare of animals – and believe me, he has, I know this for a fact. I also know that this is an authentic person who walks the walk. I have personally witnessed the care and empathy he has for these animals, which can best be described as a St. Francis kind of zeal and sincerity.

Leo and D.E.L.T.A. Rescue can be proud of many accomplishments above and beyond the caring of the unwanted. Their dedication to animal care has resulted in the first kidney dialysis program for dogs and cats at the University of California-UC Davis; a program which led to advances in medical care for humans. Leo invented the straw bale doghouse, a doghouse that stays cool in the summer and warm in the winter (I know because I went in one to check it out). Today this innovation is promoted by the African Congress of Nations, Maneka Gandhi of India, and is used in Bosnia in their very first animal shelter.

Leo and D.E.L.T.A. sponsor the only wartime animal haven in Afghanistan for injured dogs and cats, and another of his projects is “Animals on the Edge,” which allows animals across the globe to receive Leo’s help. During the Reagan years Leo was responsible for saving 1,000 mustang horses when he put an ad in Variety asking if anyone could help him get in touch with the president (Reagan was a horse lover). Well, Washington responded and “Horse Rescue of America” was founded.

Today, Leo assists Peter Goin with his photographic survey of the Santa Clara River, which runs over a hundred miles. This survey has helped fight the devastating wildfires that endanger California. Always in the thick of it, at times one may even mistake Leo for a firefighter on the evening news.

Leo has even produced a film called “Magic,” where Christopher Lloyd plays the voice of a dog — an angel come to help a father and daughter in distress. This film should help to create a culture change in how animals are perceived.

This is just a taste of what Leo and D.E.L.T.A. have done for both people and animals. A full accounting would be too numerous to list because he is one of those Americans with the passion to act and not wait for the government to do something. He also inspires others to act.

When Leo brought the idea of a pet tax exemption to my attention, I took the idea to Congressman McCotter. Today “The Happy Act,” HR 3501, is a bill currently making its way through Congress that will allow for owners to deduct their pets (www.petexemption.org) from their taxes.

The greatness of our country comes from the will, know-how and passion of our people. So join me in congratulating Leo Grillo and D.E.L.T.A. Rescue for their 30 years of outstanding accomplishments.

Government Money Used To Build Monkeyless Exhibit Instead of Saving Rescued Abandoned and Homeless Animals and Stopping the Euthanization of Healthy Animals

Would you believe a story about the Los Angeles Zoo spending millions (about $7 million) in taxpayer money on a Chinese Golden Monkey exhibit — only to have the Chinese decide they don’t want to send the monkeys? Wait, what happened to the firefighters and the teachers? California’s government tells us they have no money for them, yet they are spending money on Chinese Golden Monkeys? (STORY) No wonder 90% of Americans, according to the L.A. Times, are concerned with government spending.

LA Zoo Searches for New Simians After Monkey Snub

LOS ANGELES (AP) — The Los Angeles Zoo may have the nation’s only monkey lair approved by a feng shui expert. There’s only one problem: No monkeys.

The city spent $7.4 million building the China-themed primate enclosure — complete with Canary Island palm trees, artificial trees with extra springy limbs, and a viewing structure with Chinese-style tilework — after China promised to lend the zoo a trio of rare golden snub-nosed monkeys.

But now the Chinese government has taken the monkeys off the table, leaving zoo officials searching for suitable stand-in simians to take the place of the golden monkeys, known for their blue-faces and blond-hair.

“Within 60 days, some lucky monkey will have a home there,” City Councilman Tom LaBonge, whose district includes the zoo, said Thursday.

Zoo spokesman Jason Jacobs said negotiations with Chinese officials broke down several weeks ago, but he did not know why.

The Chinese official that had signed the agreement granting Los Angeles the monkeys has since left his position, he said.

The Chinese Consulate in Los Angeles did not answer a call seeking comment and an e-mail was returned as undeliverable. The Chinese Wildlife Conservation Association, which was to oversee the animal loan, did not answer a call before business hours in Beijing.

Chinese officials had offered a 10-year-lease for the monkeys to former Mayor James Hahn during a visit to China in 2002.

Hahn had originally sought to lease pandas for the zoo, but Chinese officials refused, saying four zoos in the U.S. already have pandas, said David Towne, president of the Giant Panda Conservation Foundation, which helped broker the failed monkey loan.

“They use the pandas as somewhat of a diplomatic and political tool as a reward for supporting Chinese policies,” he said.

The city agreed to pay the Chinese government $100,000 a year for the monkeys that were offered instead of pandas. Officials voted in 2006 to build the enclosure designed to look like a rural Chinese village. The enclosure was finished in 2008.

A feng shui expert hired for $4,500 tweaked the final design with a water fountain and other features meant to promote the monkeys’ health and happiness.

Zoo officials are now consulting with their colleagues at other zoos to obtain native Chinese monkey species that will fit in with the surroundings.

“Of course we’re disappointed we didn’t get the golden monkeys, but the end result is we have a gorgeous new habitat, which is fully capable of housing any other variety of Asian primate,” Jacobs said.

And what makes this story even more unbelievable and crazy is that not only is California virtually bankrupt and both firefighters and school teacher’s jobs are in peril, but how about instead of spending $7 million on Chinese Monkeys visiting L.A. on loan, that we look after thousands upon thousands of animals, healthy American pets, that are being abandoned and taken to California shelters statewide in record numbers because of the foreclosure situation and after ‘we over-bred’ them, both manmade situations, causing these animals to be euthanized in record numbers.

Just last week the ASPCA sent out an alert to stop Governor Schwartzennegger from cutting Shelter Funding: California: Protest Governor’s Plan to Cut Shelter Funding! .  His plan would allow shelters to euthanize healthy pets that are not picked up after 3-days or less rather than allow 60-days to find them homes; which in today’s environment, isn’t enough.

Governor Schwarzenegger’s proposal would suspend the state mandate and cut the minimum holding period to three days or less.

Due to the dramatic increase in home foreclosures, more and more animals are ending up in shelters—and if this proposal passes, shelters will be forced to euthanize scores of healthy, adoptable pets who might have otherwise found happy endings in new homes. These animals have already had their lives turned upside down. They deserve the opportunity to get a second chance and to live out their natural life span(s).

Please take a few minutes today to call your California state senator and assemblymember to ask them to oppose the governor’s proposal to suspend the animal adoption mandate.

If we insist on going along with this insanity of bailouts, then why can’t some of this TARP money that is just ’sitting somewhere’ or is being used to study swine odor or why men don’t like wearing condoms be used to rescue living animals, stop the euthanization of all healthy animals, and cut adoption fees at shelters to help families adopt an animal or an additional pet.  Temporarily housing homeless and abandoned animals and then coordinating the various facets of matching homeless animals with potential families is a ’shovel ready project’ that would save and create jobs in California and most other states while saving lives.

Perhaps the LA Zoo would like to offer up the the empty Chinese Golden Monkey Exhibit Facility  and funds for that program for the over-flowing LA, OC and Inland Empire shelters until some TARP money could be provided for a new facility, a central coordination program, food and supplies for existing shelters and rescue programs and and/or to update and enlarge existing facilities??   They could even set up an adoption center at the Zoo!?!

Thank you, California, for speaking up for your state’s neediest animals.  First priorities should always be for programs that affect live creatures directly… people and animals instead of many of the crazy things on the approved “bailout” project list.

This funding is used to support the state’s “animal adoption mandate” to keep shelter animals alive for no less than six days, which gives people a reasonable window of time to locate lost pets. It also gives unclaimed animals the chance to be adopted or taken in by rescue groups.  Governor Schwarzenegger’s proposal would suspend the state mandate and cut the minimum holding period to three days or less.

Animal Protection Repression-Files Prove Political Motivation in Austria

The special commission set up by the Austrian Home Office in 2006 has carried out the most extensive investigation operation since the founding of Austria’s 2nd Republic against the animal advocacy movement. In this political move to wipe out legitimate work on behalf of animals, VGT has been particularly severely hit.

The political background to this case can be shown clearly by the following points:

  • Although legally obliged to present all evidence showing an accused person’s innocence, police have omitted all such findings from their final reports. This includes results of DNA tests, tracking devices, surveillance, bugging operations and under cover agents, as well as the existence of concrete alibis. These things are simply not mentioned. It is as if they never took place.
  • On 24 February 2009 a judge ruled that police were no longer allowed to restrict those accused having access to their complete files. Following this ruling the special commission completed the final reports even though the investigations have not been formally closed. Why? The law states that once final reports have been submitted it is permissible to restrict access to files and this is exactly what the police have now done! The police are fully prepared to undermine and ignore a court ruling.
  • In minutes from one of the special commission’s meetings from 19 June 2008 it is detailed how those present discuss how best to destroy VGT: taking away the organisation’s charity status is what they come up with. Without having charitable status VGT would have to pay tax on all donations over the last years, effectively financially destroying the organisation. And just this has happened: On 30 April this year police started actions to have VGT’s charitable status taken away.
  • In an internal report form the special commission dated 23. 1. 2008 it is documented that, from now on all information stands and events to do with animal protection “regardless of the topic“ are to be visibly heavily policed through out the whole country with the aim to “give the public the impression that animal campaigners are extremely dangerous”.
  • As a medium-term solution the commission orderd that all targets of information stands, for example, fur shops “are to be protected by a 100 m distance between information stand and shop”. This effectively prohibits any information stands within a 100 m radius, although there have never been any problems or aggression which could justify such a move. The head of the commission proudly announced these measures which totally contravene the right of assembly law: “The militant animal campaigners throughout the whole of Austria will experience resistance from the National Security Agency for the first time”.
  • The special commission has collected an extensive DNA database on campaigners. In a file dated 2 July 2007 it states that plain clothed officers stole bottles of drink from campaigners at information stands in order to have them DNA tested. Similarly, cutlery and plates were taken during the raid on the VGT office for DNA analysis. No legal authorisation was given for these procedures.
  • Green MP Peter Pilz was given access to confidential police documents in connection with this case. Peter Pilz exposed these documents on his website www.peterpilz.at. The documents show not only that police advised the animal protection movement’s political opponents how to represent themselves to the media, and recommended measures they could take against legal animal protection actions, but also that the head of Vienna’s Police Force was instructed to “utilize all administrative possibilities to stop information stands and protests taking place“.

VGT’s DDr Martin Balluch commented: “With these documents we can prove that the police allowed themselves to be used as a political instrument, carrying out politically influenced measures, which were in part unlawful, in order to attack the animal advocacy movement. This is an alarm signal for democracy. With today’s action here in front of the Home Office we call on all citizens and especially all those in positions of responsibility to ensure that the police be held to account for their actions and that we bring Austria back to being a constitutional state”.

    Misuse of Law Crushes NGOs

    Austrian animal advocates gathered this week on the steps of the Ministry of Justice to symbolize the misuse of Austrian Mafia law 278a crushing free speech and legitimate NGO work.

    The final police reports in this case leave absolutely no doubt that classic NGO-work is being criminalised. Be it school talks on animal rights, founding new groups, negotiating with companies and running legal campaigns, as well as animal rights conferences, investigations into animal abuse, actions of civil disobedience and computer encryption.

    25 activists were being squashed by giant “§ 278a”-symbols directly in front of the ministry of justice, where in the coming weeks it will be decided whether charges will be brought against the animal activists for forming a criminal organisation or not.

    Successful Protest by the Companion Animal Protection Society in West Hollywood, CA!

    SUCCESSFUL PROTEST BY THE COMPANION ANIMAL PROTECTION SOCIETY IN WEST HOLLYWOOD, CA!

    On Saturday May, 2009 activists and celebrities protested with the Companion Animal Protection Society in front of Elite Animals Pet Store in West Hollywood California. West coast director, Carole Raphaelle Davis organized the protest in front of Elite Animals Pet Store. The pet store in West Hollywood sells dogs from puppy mills in the Midwest and is defrauding customers, lying about the conditions the dogs are from. The city of West Hollywood, CA passed a resolution against the sale of puppy mill dogs last year. Elite Animals has ignored efforts by the City of West Hollywood to come in for a meeting to discuss the evidence in an open forum with representatives from several national animal welfare organizations. The protest was the lead story on KTLA news the same evening.

    Domestic and Animal Abuse

    Between 25-40% of abused women are unable to escape their situations because they are worried about their animals, either pets or livestock. Finally, smart, caring folks have noted this fact and change is beginning. Nationally, an increasing number of shelters for abused women have added kennels and created foster care programs in effect.

    Statistics compiled by the National Coalition Against Domestic Violence show that:

    53% child, spouse, and elder abuse are linked to animal abandonment and neglect.

    71% of pet-owning women who enter a shelter reported that their batterer threatened, injured, maimed, or killed the family pets for revenge.

    68% of abused women reported abuse toward their pets.

    As stated above 28-40% of abused women stay in their abuse situations because they fear for the safety of their animals.

    This is a cause that hits close to home for hawaiipetphotos.com. A person who seeks to control and manipulate another human by threatening our most innocent and trusting furry friends is the lowest life-form imaginable. Kudos to those states that have begun to pass laws that protect the animals and in turn these human victims!

    Father Arrested for Allegedly Killing Family Dog in Front of Children

    A Wisconsin man has been arrested for allegedly killing the family dog in front of his children. After an 11-year-old drew a picture at school, his father now faces felony charges in Waukesha County. 52-year-old Michael Tessmer will appear in Waukesha County Court on Thursday.

    Authorities found out about what happened after the man’s son drew a picture of a dog at school along with the phrase “My Dad Is A Killer”. The boy told police his father was angry because the dog had relieved itself inside the home. Police say Tessmer shoved a urine soaked paper towel in the dog’s mouth then kicked it five or ten times.

    The boy’s mother who is getting a divorce from Tessmer brought the dead dog to the Humane Society. If Tessmer is convicted he could be fined ten thousand dollars and get three and a half years in jail.

    If this father truly did this I hope he gets the maximum sentence as well as extended probation that includes long-term required psychological counseling!!  I also think someone really needs to look  at ‘only  supervised visitation’ with his children and Michael Tessmer should be restricted from owning or working with animals ever again. There is no justification, explanation or excuse for his actions!!  Many serial killers and batterers of all kinds started with harming, torturing or killing animals.  This type of behavior should not be tolerated or excused in any way and should always be reported!

    It is everyone’s responsibility to stand up,  intervene and report violance and abuse ofany kind toward animals, children and all victims no matter how small or how heinous.  It is the only way it will stop!  You can bet that this isn’t the first and only time this man has been abusive and violent and this would have been prevented if someone had stood up to him or reported him before.  I also must wonder about the accuracy of this story.  If the wife had taken the abused and murdered dog to the Humane Society why had they not reported it to the police?

    As the saying goes…  You are either part of the solution or part of the problem!! Let us all always be part of the solution!!

    Warning Signs That Your Child’s Behavior Is Dangerous To Pets

    Children are naturally interested in interacting with—and getting a reaction from—the family pet. It’s not uncommon for them to hide food, play a little too rough, play dress up with the pet or put makeup and hair products on her. In these situations, parental guidance is needed, as a pet may feel uncomfortable or suffer harm if dangerous substances are ingested.

    More serious, however, is when a child intends to hurt an animal. Whether the cause is peer pressure or a cry for help, true malicious animal cruelty is not a behavior that children outgrow by themselves. Professional intervention may be needed to prevent behavior problems that can stay with a child into adulthood, and even be acted out on other human beings.

    The following behaviors may indicate that intervention is needed to guide your child away from cruel behaviors toward animals:

    • Chasing a fleeing pet
    • Locking a pet in a closet
    • Leaving a pet outdoors
    • Knowingly or unknowingly feeding a pet harmful human foods.
    • Feeding human medications that are dangerous to pets to see what effect the pills will have
    • Placing a tight rubber band around a paw
    • Painting a pet’s body
    • Putting a small animal in a washing machine, microwave or other appliance
    • Staging fights between dogs or letting one animal chase another
    • Deriving pleasure from seeing a frightened or suffering pet
    • Responding to adult reprimands by engaging in secretive, hostile acts toward the pet
    • Burning an animal
    • Teasing an animal with firecrackers
    • Repeatedly showing off the inhumane handling of a pet to others
    • Putting an animal in dangerous situations, such as dangling her outside a window or bringing her into the road

    Taking Action

    If you discover your child repeatedly putting an animal into dangerous situations, act swiftly to teach him that these behaviors are not acceptable. The following guidelines may help:

    • Do not ignore or dismiss pet-unfriendly actions. Most children, when dealt with as though they’ve committed a serious offense, will think twice before repeating the behavior.
    • Use the same serious tone of voice that you would use if you saw your child running across the street without stopping to look for oncoming traffic.
    • A simple, clear statement such as, “We don’t hurt animals” is far more effective than lecturing.
    • If your child persists in hitting, kicking, pinching or teasing your pet in spite of your repeated corrections, consult with your pediatrician or an expert in child development.
    • You set the example. Never hit, shake, jerk or yell at your family pet—your child may imitate you and go too far.
    • If you overreact in anger toward your pet, show your child that it’s all right to apologize to the pet, just as you would apologize to a person.
    • If your teenager involves the family dog in high-risk activities such as dog fighting, not only should you intervene, but check in to see if your child is being influenced by alcohol, drugs, gambling or other unhealthy behaviors that involve peer pressure.
    • Remember that for most children, learning empathy and respect toward animals is part of the normal socialization process. These values are instilled the same way as learning not to hit friends or tease mercilessly.
